The art of sequencing trains so that the best benefit is achieved. In Network Rail terms this is “minimise overall delay” - i.e. take all the trains into account which would be affected by your regulation decision and choose the option that would cause the least amount of delay minutes.
Other railways might have different regulation strategies. Back in BR days a class 1 train would be given priority over a class 2 train in normal circumstances - but not necessarily so these days.
