The banner repeater at sig 352 returns to the on position as soon as a train passes it while the main signal is still off.

That's quite common, especially in newer interlockings

That might well be intended behaviour- if there's a separate TC between the banner and the signal, the banner is often replaced.

Per the others: if there's a track section break between the banner and the signal (even if not at the banner) then it's used.
