I'm currently in a multiplayer controlling panel 3, and I got an ACOA message + corresponding phonecall from signal 228 when the panel 2 signaller cancelled it (the train had already passed 232.) Looks like the signal is internally assigned to the wrong panel.

Thanks for reporting; it's already been raised on Mantis (#20338), and marked as fixed for next release.
