how easy is it to add ACI & ARS to existing sims that dont have it?
that would be a good feature to assist players who want to do the busy sims on their jack jones

It's a significant job. Not impossible, but not trivial and difficult to automate.

It also depends on whether the layout lends itself to ARS operation. Hard to explain but some layouts are not so suitable.

ACI can be easier but the completely different style at Manchester Piccadilly, for example, also rules that one out for the time being.

I'm guessing that the horrific layout on Tyneside is the exception that proves the rule?

Tyneside was designed with ARS in mind so probably not a good example. Lots of shunt signals without TD berths, or incomplete timetables (signaller understands but ARS needs a bit more help) are factors.
