In the attached save, I cannot set a route from 262 to 244, even though I don't see any obvious reason blocking that route. I've also observed similar problems along the Main lines, where (I think it was in the Down direction) occasionally I couldn't set a route until a train running in the opposite direction had cleared the area. I think one factor might be a train on the Up Main occupying 600 points? In the attached save, this time the routes from 235 to 237 and 231 to 239 are locked out.

There was a previously identified issue where up main traffic needed to be off 242A track circuit before 137 or 235 could be set.
