Everything you need to download can be done so via this link. I'd also recommend reading the installation guide at this link. Make sure you press check for updates in the loader when you first run it. However, a fair proportion of sims, including it has to be said, almost every new sim released since I started using SimSig 5 years ago, are payware, so there is a price. A lot of older ones are donationware, including all of the sims that are not available on the loader apart from Edinburgh.
