Do you have a panel to the right labelled St Fagans? if you do, you will find that the level crossing is duplicated with the controls there. If the panel is not there, could you please upload a save game for us to have a look at please On start up there are options to have the St Fagens panel enabled, which means that the controls for the level crossing are visible and the player has to operate them themselves.
