Just because the time was 09:35, doesn't mean it will stop the delay at 09:35, I have had trains delayed a few minutes either side, which is more realistic. How long until the delay clears?

I had the sim running till 09:50 and no call.

While Aurora is correct that the time given is only an estimate, I have identified an issue where a delayed train that was calling with the sim then saved and later reloaded does not cause the call to be re-created upon loading. This will be addressed under the Mantis ticket mentioned earlier.
