I have a copy of the USLDSetup.exe, but it really belongs to James Hyde (Manadude). His site was called Turbine Software, which doesn't appear to be on-line anymore. I am sure he won't mind you having a copy as long as this is the actual layout designer that you are interested in. Send me a PM with your email address if you would like a copy.
