having had the pleasure of visiting St. Davids on thursday, I paid a trip down to red cow LC, to find a pair of attendants en situ, to advise pedestrians of when it is safe to cross, as wicket gates are provided, presumably becuase pedestrians cannot move as fast as a car.

the attendants are provided with a centrally located indicator which shows which platform and direction is set over the crossing, eg. 5U 3D.

can anyone confirm 1) if this is a permanent arrangment 2) when did it start and why?

The lookouts were certainly present in early February 2010.
I can only help one person a day. Today's not your day. Tomorrow doesn't look too good either.

I can vividly recall having seeing an Oompa Loompa manning the crossing (standing in what I'd call the '10 foot' - between the lines for Platform 3 and Platform 4) when I was in that area on 13th September 2008.

It's been there ever since it was resignalled in 1985. I'm not sure what if anything was in place prior to the resignalling.

Looks like it pre-dates the resignalling.

This picture is dated 1981. HERE

I suspect there were indicators in the hut.

I think the indicators were all renewed for LED when the crossing was rebuilt with BR843 machines last year.

i'm not familiar with the location but it seems like a labour-intensive (costly) operation to keep going for so long. How come they've not put up some kind of footbridge or underpass? (hoping that yearly costs of either is less than hiring a bunch of humans)

It's a wide old crossing (six tracks in all), and it wouldn't be that easy to install either a footbridge or an underpass due to the limited public room available in the area (and I would imagine that if you deviated the suggested route for pedestrians by too much - making it a considerably longer route - they'd still use the crossing anyway!)

It is about it in this doc on Signaling Notices dated March 1985. On Page 3, point 7 covers Red Cow (Hope this may help there somehow)

Not sure if this is of any use, but, going via Exeter today (and a 2 hour wait for a bus) I spent some time at Red Cow.

What appears to happen is when the crossing comes down, the attendant comes out, and allows people to still cross until such a time that a route appears on the display in the middle of the lines, and if once a train has passed, but barriers have not gone up, and no route is displayed on the indicator thing, allows pedestrians to cross then as well.

After looking at the amount of space available at the crossing, there really is not room for a bridge for road traffic. There is a road junction just short of the crossing coming from Exeter

What surprised me more than anything there was how early the barriers lower, compared to when a train departs Exeter SD

Staff aren't supposed to dispatch/lock trains unless the train has a positive aspect out of the station, and the dispatch procedure can take time - particularly on HST's.

Probably yes, if he can see that the doors are still open then he can still allow people to cross.

At 2:10, how can there be 2 routes set in the down direction? There's only one signal for down trains..?

Probably a train from the down main into platform 4 and an ecs from Exeter New Yard into platform 1.

Exactly as Northroad said. There’s a 1V on the down main and 5L from sidings that runs on the adjacent road without overlap.

It's a wide old crossing (six tracks in all),
Back in The days of Exeter Middle Red Cow had spanned 10 tracks! (12 if you count the goods lines though these were worked from Goods Yard Box), so would have needed 2-3 people as crossing keepers as every move to/from the bank siding and every move under Exeter Middle's control required the crossing!
