I am having a look at the latest windows o/s but am unable to update SimSig. Displays I/O error 1784 message when I check try to update . Apart from reverting back to windows 8 anyone have any ideas of how I can get the updates.

Technical previews are early betas and so are likely to be very buggy, and/or incomplete, and subject to big changes before release. I am not party to this preview so can't really comment on the problems you're having. Googling that particular error says "block write error" which says to me that the file was opened (so not an access permissions issue) yet it cannot write the data to that open file - something which obviously works on previous versions of Windows.
