I've had a quick look through but can't see any mention, the time it takes to recive a penalty for leaving the level crossings up is exceedingly long (a couple of game time hours I believe).
Is this correct? Whenever I play South Humberside I can't blink without getting a penalty for the barrier being down too long!

No it isn't right. It's a know bug.

It's not a bug, it's set in the Sim data by the developer. Looking at the data set it's currently coded as 15 minutes but may have been longer in the last release.

It's 12 minutes without a train before penalty, or if down for 15 minutes anyway.
It's stated in exeter manual Here

How long should a Level Crossing be closed to Road traffic before you incur a Penalty? It,s a debatable question for which there is no real answer. Level Crossings can be closed to Road traffic for a number of reasons, not just to run trains or because the operator has forgotten to raise them after a train. It is a requirement in the real world that the crossing is closed in sufficient time to prevent delay to a train, so where there are a number of trains requiring to pass over a level crossing on more than one running line this could mean the Crossing being closed for quite a while.
Looking at it from the the Simsig point of view a good idea would be to incur a penalty if the Crossing is closed for, say 5 minutes, without a train passing over the Crossing.
I don,t know if it is possible to program this into the Sim but if not the alternative would be to leave it as it is with a penalty being incurred after a period of maybe 10 minutes with the Crossing being closed to Road Traffic.

There are two figures, both defaulting to zero (no penalty) unless the developer changes them:
1. The maximum time that road traffic should wait for a train to pass without penalty.
2. The maximum time that road traffic should wait for the crossing to open without penalty.

We've had discussions before as to whether there should be any penalty with the usual argument against a penalty is that signallers can leave the barriers down all day long if they wanted to, and are entitled to. The counter argument to this is that they probably would not stay in the job very long if they did this repeatedly for no good reason. Hence the ability of the developer to put figures in to discourage such behaviour.

In SimSig when a crossing is added in the sim data, it starts with no penalties at all. However, there are various penalties that can be applied to each crossing in the data. They include time for barriers down with no train and also time for barriers remaining down after a train has already passed. Each of the penalties can be set independently per crossing. This means not only is each sim different but the crossings within the same sim may also be different

As Peter mentioned earlier, it's at the discretion of the developer of the sim whether they apply the penalty timings to a particular crossing or not, and if they do, how long they set them for.

Real world differences also apply. There are six full barrier crossings on the area I maintain in the real world.

They all have differing traffic levels, day and night. There are a couple of them we have left down for over an hour at night for maintenance activities without any vehicles or pedestrians. However at least two of them would cause chaos if left down for even ten minutes without good reason, even at night.

We occasionally get reports when one of them is lowered at the point a train hits the approach annunciator, that people think it is down too long before the train passes.
