I gather that they're the people who come out when you have a track circuit failure on the overlap after the one train a day that goes into the yard passes by and ruins everything for the poor signaler, but what does the acronym stand for?

In my experience, when not consuming gallons of tea, they take up space in the box, generally break stuff, then get called off to go fix something

You forgot to add that they bring the doughnuts and operate the box keeping the trains running whist you're making said gallons of tea.
