Cowlairs 3.238.1. Same symptom in both eras and with all routes. Works as expected in CScot 2.207 (I haven't yet tried a newer version of CScot).

CScot should be OK as there is a TORR on /off launch option, which there is not on Cowlairs, but the 3 "ARS" signals still had these control flags. As an aside I have fixed (hopefully) everything that's been reported so hopefully can arrange a re-release shortly. Peter I identify as half man half biscuit - crumbs!
