I have an issue with points locked normal at Mossend. 1S03 proceeded to the signal at MY307 as depicted. I waited two minutes figuring the point would unlock (although 1S03 had been at a stand for some time. After no luck I reversed 1S03 to the rear (MY328) clearing T2213, after about 30 seconds the switch unlocked and I was able to move the train onto the main line. I have a picture if needed but it seems that a train occupying T2213 locks the points (P99) indefinitely.

I haven't got the sim up in front of me, but I suspect that the "problem" is not the train in the loop. If there is a train signalled into one of the Down Reception sidings, the interlocking won't release the points at the other end of the loop until the incoming train is clear and the entry points at the south end of the loop have normalised. There is something similar on the Up Side as well so you have to allow plenty of time for trains entering/leaving or shunting as they always seem to fall foul of moves that the interlocking treats as conflicting.

Looking at the picture of the incident, a train was signaled into the DR4. However I just recreated the situation with the F11 screen, it seems the presence of a train at T2215 locks the points regardless of a route into the DR.

After hand cranking P99 to reverse, and deoccupying T2215 the points in reverse. resetting the points to auto and occupying they would stay reverse until the self-normalization kicked in after a few seconds and THEN would lock normal. Setting a route (with T2215 unoccupied) into any of the DR roads does not lock points 99.

Not what is happening when I run the sim. 4 saves uploaded for the same train as you screen grab.

05:12 1S03 occupying only T2215. P112A/B normalised. Route can be manually set from MY307 to MB291.
05:13 1S03 occupying only T2215. P112A/B reversed. Route cannot be set.
05:15 1S03 occupying only T2215. P112A/B normalised. ARS sets route from MY307 to MB291
05:16 1S03 occupying T2213/T2215. P112A/B normalised. Route from MY307 to MB291 can be set from ARS or manually.

The only thing that stops the route setting is having P112A/B reversed.

Perhaps you could upload a save when you are unable to set the route despite P112A/B being normalised so that Peter can follow up the bug.
