If I try to set a route from VS129 to VC757 while 807 points are still occupied by an Up train from the West Dulwich direction, I get a message that "a slot is needed for this route" instead of the expected "Points locked normal by another route" message.

Slots are one of the first things it checks for when checking if a route is available. That's why it would come up in preference to points locked, or certain other conditions.
