Saw this on BBC news

"A historic train journey had to be abandoned minutes after setting off when the train slipped on the rails."

Central Devon MP Mel Stride, who is also on the train, described the accident as a "little blip on a very long road".

The story is a bit all over the place.

juxtaposed with
"Shortly after leaving Okehampton the 500 passengers were transferred to a different train at Exeter."

I understand from another forum that the HST made it to Exeter where it as swapped for another HST (not quite sure why there was then an issue over seating numbers.

Train encountered wheelslide issues between Okehampton and Crediton, set was unable to proceed forward to London due to severe wheelflats. Set swap took place at Exeter, but the replacement set was a 2+7 TSB set not a full length 2+8 restaurant set. There'd be a discrepancy in the number of seats due to the loss of a full standard class carriage, but that would be mitigated by the fact the TSB sets have a higher-density seating layout in standard class than the restaurant sets (a lot more "airline" style seating, only 2 tables per coach in Standard)
