I've noticed that in this sim, at least, ARS seems to be able to set permissive routes into platforms to perform joins, but not for platform sharing. The incoming trains in these cases do have appropriate PS notations.

My theory is that ARS is looking at only the "inbound" berth for the platform, whereas the PS notation is for the "outbound" TD of whichever train is already present.

Timetable needs to specify all the TDs that can be in the platform, not just any outbounds.

Which timetable is this?

I've noticed this, specifically on Leeds E/W.

On the Leeds 0445 most should be sorted, however on doing that I did find that for platform sharing to accur with ARS the platform numbers must be the same in the timetable, in that if the timetable for the first train in platform 1 read 1C and the next train read 1B ARS did not set the route however is both are set to just platform 1 ARS sets the route
