I have a new laptop and no access to my old one I requested my unlock for my rugby scc sim package and got confirmation of this and it says use license manager,how on earth do I find this,in my subscriptions page it will not let me unlock my sims from my last pc.

Start Simsig. There's a "License manager" button at the bottom. You can remove licences from the old machine, then attach them in the new machine.
