DYSP refuses to leave station yd CS

I'm playing the 1992 timetable and at approximately 05:10 I have routed DYSP towards signal 462 on its way to join 5E05 in the North Dock siding.
According to the Timetable Editor it seeded at signal S447 but in the train list it is waiting at signal S457, facing in the correct direction, but refuses to move. I've tried all sorts of options but can't get it to move. Have I missed something obvious?

Finally, at 05:23ish the driver of DYSP phones to say that he is waiting at red signal S457, so I authorise him to Pass the Signal at Danger.
At last! Movement. OOps. spoke too soon. It has stopped again :/

You need to open the station yard cs groundframe and reverse the red obey dy457 lever

Moves from the north end of the station yard can be temperamental, sometimes even when you have cleared DY457 GPL and operated the S457 lever on the ground frame nothing happens and you have to instruct the move to pass signal at Danger. I don't know if it's a sim bug.
