Ordinarily you would open the License Manager. I assume you've used this before, as you would have needed to use it to allocate the license to your old computer. You can easily access it by pressing the long button at the bottom of the Loader menu. Ordinarily you would want to 'remove license from this machine' on the computer you currently have the license allocated to and then you can freely allocate it to another computer. But your old computer is broken so you're stuck, you can't remove the license from that machine, because you can't start that machine. So you need to use the request license unlock button in the License Manager. The team are usually pretty good about getting this done in good time, as long as you're not someone who abuses the feature, which you clearly aren't, but you will need to wait for someone to unlock your license. You can then allocate it to your new computer in the normal way.

Have you looked on the SimSig Wiki?

Try going through the pages under "Installing SimSig" from this page.
