Does the signaller have full authority to route trains through the station as he sees fit? The stock TT has all passing trains timetabled at specific platforms.

No issues running passing trains through any platform you like. As per all modern TTs, at a given location platforms tend to be specified for either all traffic or none. Try and keep passenger trains to their booked platform as much as possible, but if keeping booked platform would cause delay it's not a big issue switching them. Try and avoid switching between 1/2 and 0 as far as possible- it's quite a walk for the passengers to get between 0 and the Up side island. And at some times of day the staff will have to open platform 0 specially, which then involves a comically slow roller shutter...
