I saw in a Facebook group that workstations at Liverpool Street IECC are being upgraded to scalable. I was wondering that this meant.

It's a substantial upgrade to the IECC system using more modern electronics, the signallers interface is different.

I believe it has more than one meaning, but one thing is that the display is scaleable and scrollable, to an extent. Vector graphics like SVG rather than bitmap fonts. I can't remember if there is dynamic switching of workstations, eg taking a larger area at night with lower traffic.

IECC Scalable is a product offered by Resonate (formerly Delta Rail) as an upgrade to the traditional IECC interfaces.
