Couldn't find this elsewhere on the forum, hopefully I haven't missed it. Was playing on the Birmingham area chain yesterday evening, and while I was on Saltley South Top panel I was also on Teamspeak, so I heard about a 160mph temporary speed restriction at Willington on the Derby sim. Just realised that there is a crucial word missing in the original post, I meant temporary speed restriction not speed in the sim data.

No data in Derby has a speed of 160mph. The host can add TSRs themself via the Incident Control Panel so I suspect it was that. can confirm the 160mph thing, http://prntscr.com/uplvnh I set TSR to "low" on boot and that happened

From that I now know it was a start-up option, which led me to the problem. 160mph does not exist, but the scenario has a command to pick a value in the range of X to Y (mph), and Y is too big. This randomness is also why nobody appears to have noticed it before, as it's probably been in a sensible range. Mantis 31614.
