I've told an early up train to go non-stop through Shap Up Goods Loop. It went straight ahead over the main line without complaints, but didn't step up beyond Shap. Apparently because main line trains don't pass this location, they also don't step up. For some other loops such as Eden Valley the same thing works without any problem.
