When I worked for a TOC in a Control Room I know we would prefer arrivals to be prioritised especially if they were close to failing PPM.

Since the latest (October IIRC ?) updates to ARS it is really quite capable when clearing out queued trains when recovering from a stoppage at a large terminus.

One behaviour that I have noted with ARS in handling 'on time' situations is that of arrivals taking preference by the 'two greens rule' over an imminent departure. As far as I can see this is inevitable / design intent because until a departure calls out as TRTS, ARS (quite reasonably) does not consider a route for the departure.
With TRTS sometimes set as low as 20 seconds, arrivals are able to grab inbound and conflicting routes despite still being some distance out and early.

Does real life operating differ, and is this sim-specific ?

That's not true. Pause trains arriving at Liverpool Street so they do not TRTS and watch inbound trains giving priority to the overdue departures.

While I recall that behaviour a while back (Edinburgh, Waterloo, Vic-C, a.n.other), but can confirm it is not replicable now.

Checked on simple 2-train test on Vic-C with 08:02 depart P18 vs 08:05 arrive P14.
Arrival waits even if it could arrive early and clear by 08:02
