Yes, cancel all routes over the level crossing, raise the barriers to release the vehicle, then lower the crossing again.

You can even click 'Lower' again as soon as the crossing is in the process of raising - there's a timer on it, but the booms will soon lower again, and you only have to click 'Clear' once they are lowered a second time.
