I just spotted this while looking through display options.
Unfortunately, while trying it, it seems enabling it also hides these reports from the F7 incident log. This is unfortunate, because it means that if a train is 40 minutes early, I don't know how long it will have to wait. But I still would like to disable the phone calls for on time. Could a compromise be made where there are no phone calls, but the ready times still appear in the F7 log? To reduce intrusiveness, it could also be made not to flash up the icon, just like delay notifications currently don't.

Maybe it could also take into account the Class Of Service of the train - if it's a passenger and therefore waits until departure time anyways, it doesn't matter how early the crew is, if they are.

If the option is ticked so that a phone call is only received if the crew are late, then a general simulation message is printed in the message window with the time the crew will be available from (or if they are already there)
I have put a question on mantis to see if the removal from the F7 Incident Report was the intended behaviour as the general simulation message was not provided previously (you got a print of the telephone response instead in the message window)

Hm, I never saw that, although I may have missed it. What category is the message under?

Nope, definitely not getting that. Testing timetable attached.
My disabled message categories are:
- Train still waiting at red signal
- Wrong route set for train
- Train entering system
- Train ready in siding
- Warning of delayed train entering area (maybe?)
- Train finished dividing
- Trains finished joining
- Timetable choice made (might be this? I have it disabled because actual TT decisions are always duplicated in F7)

Did not get any message, phone call, or F7 note.

Is it possible the condition is kind of inverted? With the new option enabled, I just got a message in the message box for a crew that is late (23:59 train arrive, 00:00 crew ready).
However, I still do not consistently get phone calls or messages for other crews, as demonstrated by the testing timetable from the previous post.

Mantis 35585 for investigation. It is possibly inverted.

The message type is, as y10g9 says, of the general type.
