I am unable to cancel signals between Colwich - Fringe with Rugby North using Right Click + C but other areas are working.

This isn't a sim bug. The options available to cancel a route in SimSig are: SHIFT + right click signal Right click signal and select cancel route from the drop down. Right click the signal (With right click to cancel route option selected). The reason it doesn't work is that when you right click the signal, the first letter in the list is a C. CH60 for example. Whereas when you select a signal on Stafford, the first letter on the list is "L". The next possible option in the list with a C is Cancel Route, thus any panels with a signal prefix of 'Cxxx', won't acknowledge right shift + C to cancel route.
