What happens if you try and run the program as administrator?

Right-click on the .exe and it should give you the option.

One caveat. Whenever there is a SimSig loader.exe update (not sim updates or new releases) the updating process should take on administrator rights which will allow it to install the updated loader.exe file. Depending on how your system is set up (and how tightly it is locked down) you may find those updates get blocked. If so, post again and there will probably be people about to help you get the update on board.
