Are there are rules of thumb or guidelines on how long to leave a level crossing open before closing it again for another train?

There is a minimum time the crossing has to be open to road users before it can be closed again, enforced in the interlocking. This is usually, but not always, ten seconds.

This is only true for automatic crossings, though, where the risk of a driver starting to move across the crossing and then panicking and stalling as the sequence restarts is significant. All the MCBs that I've ever worked, you could start the lowering sequence as soon as the barriers finished raising (or sooner, but you'd go straight to flashing reds if I'm not mistaken). I sometimes took advantage of that went for a quick swing to let a single vehicle across between trains.
