Yes it has been done even though I've probably gone greyer as a result but by using the Oxford, SwinDid, Bristol and Exeter sims I've managed to create a map of the entire area as if it was one sim! I would have included Westbury and Plymouth however due to the layout of the these sims I am unable to do include them. I use Paint.Net (which is free to download) and when I zoom in it looks just like the usual SimSig layout. I've also opened the attachment in a standard photo programme with the same results.
