The Balise is there to pinpoint where the train is as well as transitioning the train into ERTMS. ERTMS is the inclusion of GSM-R and all other systems. ETCS is just the signalling system. The Track circuit or Axle counter is there for the signaller to have a visual on the train on his screens.
