From what I understand, and if I remember correctly, these are used when you need to set a route (usually, I think, into a platform) but the overlap is not available, in which case the previous signal is approach controlled (i.e. as you noticed ["why they sat at red for so long"], it will be held at danger until the relevant track circuit has been occupied for a sufficient amount of time). In the case of Carlisle there are some specific rules associated with warner routes and the sim will show a message (and subtract points) if you use them inappropriately. Have a look at the Panel B section on the Wiki.
