A mini panel inside Par box controls the St. Austell and Burgallow area and my question is: When would Par give a train out of section to Truro, when train arrives at Par or can the Par signalman give out of section earlier. The reason I mention this is that 1: this is a long block section and 2: I have noticed an 1947 block for both Up and Down line for Truro.

There is an axle counter section on the up main beteen Truro and Probus, the signalman at Par observes the train occupy and clear 3 "track circuits" and will then send Train Out Of Section to Truro. From Probus to Par, TCB applies.

When the train has passed the signal box and has been observed complete with tail lamp. The signalman would not usually offer the train to Roskear Junction until the train is leaving the station as there is an Intermediate Block Home signal at Baldhu.

So there is no axle counter on the down road for Truro to (2-1) to Par until he sees the tail lamp? and yet on the Up road Par can as you mention earlier?
I thought when Burngallow closed and the line had been returned to double track again, that full track circuit would have been done at that time.

The Absolute Block seciton is only from Probus to Truro, TCB applies between Par and Probus, about 5 miles. If there were no axle counters/track circuits on the up line then the train would have to pass Par box or someone would have to observe the tail lamp at Probus before another could be sent from Truro. On the down line a train can still run as far as Probus from Par before Truro sends train out of section. The Truro signalman can't send train out of seciton until it has passed beyond the clearing point even if the train was confirmed to be complete before they observed the tail lamp.
