It transpires that the most recent Windows update (KB5012599) is responsible for the problem. Resolution was to uninstall update. I think I need to report this to Microsoft as I've never had this problem with previous updates.

Running the same version of W10 with update installed and no problems loading SimSig. So not a generic W10 problem but possibly something more specific to the way your hardware is interfacing with W10. I had uninstalled 'Microsoft Edge' which was a mistake as it is a necessary component for Windows updates. Re-installed 'Microsoft edge' and updated Windows; all is ok now.
