I just opened Exeter and tried. I can set a route from Signal 141 to Crediton, but not from Signal 241 to Crediton. You have to let all trains for Crediton enter at signal 141 (instead of 241) in the timetable - I don't know if this is possible. Anyway, from 241 to Crediton should be possible so this is a bug.
