How do I change my time-zone on the forum? All post times are out by an hour

You can click Profile at the top and then there's an Edit button at the top-right.

There's a core problem in Joomla and the option was removed (by Joomla) until they fixed it. At some point we need to upgrade the Joomla version but need to ensure compatibility of each extension.
