Indeed, that's the point of the website; it saves everybody's time. Applicants can find the information they need from other requests without having to wait for replies, and FOI officers don't have to waste their time answering the same things over and over again.

As well as the LU WTTs, they have also released the London Overground WTTs, which contains details for a wide area, including the WCML south of Crewe, the NLL, WLL, LTS line, and London-Croydon.

Publication of the WTTs raises an interesting point, given the desire of some parts of the industry for secrecy. The downloads are clearly marked as "Private and not for publication" and contain details of lots of non-TfL trains. It would be interesting to see what justification TfL can offer to the rest of the industry about the release of the "Private and not for publication" details of the other trains in the WTTs.

FOI 2000 requires the body to disclose information it holds- whether it's "their" information or not unless an exemption can apply.

However, on the matter of the WTTs if you rake back to the original request to East Coast you will see that they tried to withhold on the grounds of being third party information but relented in the end- I think with the blessing of Network rail.

I've seen it alleged elsewhere that the "not for publication" is more to do with not having to lodge copies with the National Library than anything else- whether true or not I don't know.

From a quick search on-line and a random example

Q3. Is there an exemption for information supplied by third parties?
There is an absolute exemption (s41 Information Provided in Confidence) for information whose disclosure
would constitute an ‘actionable breach of confidence’. However, just because information is marked
‘confidential’, does not mean that it is. Third parties will need to demonstrate that information marked
confidential is so, if requested by the Council.

British Rail was quite happy to sell "Private and not for publication" documents at Collectors Corner in the "Good Old Days". Usually just out of date ones, but I did see the current ones for sale occasionally.

At Rainhill 150 (1980) they were happily selling the days special traffic notice - duly marked "Private and not for publication"
