I'm a little confused. On http://www.SimSig.co.uk/dokuwiki/doku.php?id=usertrack:faq:areas_that_can_not_be_simulated it states that East Midlands (Trent, Derby) are two areas that cannot be simulated, yet we have already seen the release of Trent, and Derby is in the works as seen in the 2009 Derby meet. I think Trent and Derby are based on their respective PSBs, not on the new East Midlands Signalling Centre.
