But were they? The North London seemed to be on life-support for several decades; although the frequency was never reduced below 3-per-hour there was no overcrowding when, in the 1980s, they reduced the trains from 3- to 2-car and, when the 3-car 313s were brought in, there was always loads of space available. It's only in recent years that usage has taken off so spectacularly (albeit the 378s and the much more frequent service has led to it positively exploding, with 8 per hour now well filled). Sadly, after several generations of managing for decline, there aren't yet enough railway managers who are farsighted enough to see what current growth really means. Equally, I fear many of them don't have the skills some of their 'old BR' predecessors had at making financial cases for additional facilities, particularly where cross-interface working is required in a deeply fragmented organisation. I was thinking about recently when they were doing the upgrades ready for the introduction of the 378s and ELL with all the predictive passenger number computer forecasts extra rather than the NLL part. Especially where if I remember correctly Southern lost some of their paths to accomodate the ELL Crystal Palace / W Croydon sections. Just seems most things these days are reactive rather than proactive and foresighted. Any scheme now by the time it has been agreed, passed through government, funded etc is outdated before its opened. Log in to reply |
