Running through Saltley and I just got this call. It occurred to me as I dealt with it, though: pre-resignaling, this would be in a mechanically signaled block in between Stratford-upon-Avon and Bearley Junction signal boxes. Who gets the call? Is there a specific bell code for this sort of thing? Do the signalmen need to collar the starter signal levers, set the block instruments to "occupied", both?

(Researching a little this isn't a great specific example since it looks like Stratford was remotely controlled from Bearley Jct., but there are certainly other level crossings where this could come up.)

The phone call will go to one box or the other. (There are special circumstances where signal boxes can switch out where certain crossing telephones will go through to other boxes.) The signalbox which takes the phone call will ensure no trains are approaching, but wouldn't usually put the block to "train on line", but will simply place a reminder to not accept another train.

Exactly as headshot says but a reminder would go on the boxes last controlled signal before the crossing and on their block instrument to prevent giving a line clear to the other box which will stop them clearing their section or IBH signal.

There is no bell signal for stopping traffic over crossings, obviously except in an emergency where 6 bells (obstruction danger) would be used.

Worth noting here that Stratford-upon-Avon was controlled by a satellite interlocking with the panel in Bearley Junction at the time of the sim era, so both are controlled by the same signalman.
