I vaguely recall reading a similar report in which the firemen believed that by embedding the hose in wood as above, this would stop a train from cutting through the hose. Maybe it was this one. Any link to the article?

As AndyG said, it's a case of "spot the deliberate mistake" - no train service was running that week. There's a couple of Belgian news articles out there on how this photo somehow became an internet phenomenon.

Why bother with the little plastic ramps? Who are they for? Pedestrians balancing on the rails? Even if you want to condone people walking along tracks, wouldn’t you put the plastic ramps between the rails, where people would be walking?

Plastic ramps are for use on roadways, not RAILWAYS!
