During my SimSig years I still haven't figured out the best way to set delays at the start of a session. I would prefer to have delays to trains entering the sim area rather than having a number of trains that have extended station stops due to unruly passengers or the wrong food on the trolley etc. Does anyone know of the best way to achieve more of the former at the expense of the latter?

This is something I too would like to see.

It would be nice to have trains entering late from all directions, and to be able to use ones regulating skills to minimise overall delay.

At the moment it doesn't matter how much effort you put into regulating, as inevitably ones endeavors will be scuppered by multiple failed trains, which is not only frustrating, but unrealistic.

So perhaps an idea might be to have extended station delays included as an adjustable option within the failures section leaving delays as just that - delays which you can adjust to be minor or major as desired.

I haven't no. Do you think that would produce a better result? I will try bad weather with the delay sliders set very low and see what happens.

Not very realistic having all the delays happening to someone else (unless of course you are just trying out a scenario). Items dropped on track, door failures, TPWS faults, points failures, train failures, late crew relief etc. are what make the signallers job such a challenging one. This stuff happens daily to every signaller in a busy box.
