Windows 10 - assuming an Intel CPU rather than ARM - yes.

There is no fundamental difference between installing an application on the tablet version of Windows 10 to the desktop version.

Assuming the tablet is internet connected you can simply navigate to this website and download the required files direct to the tablet, and go through the installation process as usual.

I cautiously add that personal experience of trying to play SimSig on a tablet wasn't good, the touch screen interface isn't really the best for this type of simulation. There are other forum threads where other users have expressed the same problem.
