Sims will only interpose automatically if ARS or ACI is provided. In some sims, the 'beginner' option will interpose descriptions at the entry points where a berth would otherwise not be provided.

You mean the TD does not always step up to the next working- Automatic Code Insertion (ACI) With ARS Sims that's automatically available (provided the specific location is coded to do ACI). ACI on other Sims is only available where bespoke coding is provided by the Developer and its not comprehensive ACI. There should be something on the WIKI about ACI.
