What function does the blue circle to the right of Platform 3 serve? When right clicked it has a number 436V but when I tried to set a route to 436 Platform 2 it said no route between selected signals

It's a "via" button. Use it to route from 466 to 436 (Up Slow to P2 via Up Fast). If you don't use it the route get's set via Down Slow. Useful if you have something stopped on the Down Slow just before P2.

In addition, a circular blue button in general means it can be used for routes in either direction. In some sims, there are blue arrows that do exactly the same thing but only work in one direction.

Interesting to note that I was able to click on ANY panel signal and then the blue via circle despite the fact that the signal I had clicked on was miles away from the via button
