Key word here - "unlicensed", don't use a public frequency and then get upset that the public are using it!

The Disneyland Resort Line in Hong Kong is also controlled by an IEEE 802.11 standard (a SelTrac FAO system), but there haven't been this kind of incident before. I suspect it doesn't use 2.4GHz then.

But... this is how (Mainland) Chinese do things. They seldom think of the consequences. All they care is money. (I believe registering a frequency band cost quite a lot!)
