As SimSig is now owned by an American company, COPPA might apply here and limit the forum to > 13 years old.

Not entirely true - I am a moderator on another forum our servers were hosted in Virginia so the US rules applied. That required under 13s to have parental approval - not a blanket ban on under 13s. Mind you the wisdom of letting a 6 year old loose on forums is a good question. If there is parental supervision then the need for the account is also questionable.
