I am not sure if this is still in relavant with the new stock on the met line replacing the old A60 stock but when I was a box boy at Harrow On The Hill Sig Cabin in 1992 the above signal which is the first controlled signal by Harrow after West Harrow Station always had to be green because if an A60 got held there it wouldnt be able to climb the gradient
Any information on this would be great as I realise this is a little outdated.

I am a signaller at Harrow on the Hill.

JB58 is generally, as a rule, re-stroked after the passage of a train, because of it's location, where it is on a gradient. This was originally because of issues with A60 stocks climbing from a standing start, S stocks however don't actually have this issue, so you can actually hold a train there.

Generally when resetting the signals behind the passage of a train most of us will re-stroke 58 and return 56/54 to normal.

58 is often left cleared, as it doesn't lock anything other than the wrong road starters to Uxbridge from platforms 5 & 6 - the same with JB72 & JB70, southbound on the LL from North Harrow, which are as a rule left clear - again as they don't lock anything (except the SB north junction crossing from the main to the local, which is rarely used), but also because it's much easier to see a train sitting at JB68 than JB72, as on the diagram it's much closer to the operating end.
